The act isn't about approving scripts to be filmed, which the government cannot ban. It's about reviewing scripts to decide if the film makers should be given a reimbursement for some of the taxes they paid to the state in order to film in NC. The government isn't trying to stop films from being filmed or to censor or control them, since a film maker can still film here regardless of the content: they just can't assume they will get a tax break or refund for doing so.
